My thanks to Neil for jumping in on this thread.
Neil tells me you are trying to install Windows on a spare HDD, and running into problems with the formatting at 52%.
Are you able to tell us what size the disk is?
A shot in the dark, but 137GB is the limit for 28 bit LBA addressing used by older PC BIOSes, which just happens to be roughly 52% of a 250GB drive.
Workarounds would be to try reducing the partition size if you can, or set the CAP LIMIT jumper to limit the drive size to 37GB.
